LAWMAKERS are in the process of amending two laws so the Philippine Sports Training Center can be transferred and built at the New Clark City estate in Capas, Tarlac managed by the Bases Conversion and Development Authority, according to House Youth and Sports Committee chairman and Isabela Rep. Faustino Dy III.
“The House is looking at actually amending two laws, the BCDA Act and the PSTC Act, so the Philippine Sports Training Center can be built within the New Clark City property in Capas, Tarlac,” said Dy.
Dy disclosed this development regarding the P3.5-billion facility while witnessing the opening of the new Gymnastics Association of the Philippines grassroots gym at the Rizal Memorial Sports Complex last week.
The Isabela congressman, also the president of the Philippine National Shooting Association, said majority of National Sports Associations whose national athletes will train and be quartered at the facility, are lukewarm to having the PSTC located in Bagac, Bataan
“We are now looking at ways of building and transferring it to the NCC property since it already has the NCC Aquatic Center and NCC Athletic Stadium, both world-class facilities, that were used during the 2019 Philippine Southeast Asian Games,” he said.
He said this would require amending Republic Act 7227, also known as the Bases Conversion and Development Act of 1992, as wells as RA 11214, the Philippine Sports Training Center Act of 2019, which has the Philippine Sports Commission as the custodian of the facility.
He said deliberations on the proposed amendments were scheduled to be discussed by his committee yesterday.
Having the PSTC located within the BCDA-managed property would complement the National Academy for Sports, the sports high school program created under RA 11479 which already has started operations and is being run by the Department of Education.
