Show cause order issued to PCU over unrecognized programs

THE Commission on Higher Education has issued a show cause order to the Philippine Christian University for offering programs without the required permit and recognition from the Commission.

CHED Chairperson Prospero De Vera said the show cause order was served to PCU last August 15 following what he described as the “series of offenses verified by CHED on its initial findings.

“To protect the public and pursuant to existing laws and regulations, PCU is ordered to immediately cease and desist from offering and implementing any and all programs for which it does not have official CHED permit, recognition or authorization to offer or conduct, including but not limited to, transnational higher education, distance education and fully online classes,” De Vera said in a statement.

De Vera said PCU violated Republic Act 11448 or the Transnational Higher Education Act as well as CHED Memorandum Order No.6, series of 2023 by offering transnational higher education programs and by posting public announcements about these programs without the Commission’s permit or recognition.

The CHED chair said PCU also offered “shortened graduate programs through extension classes via distance and online modalities, again without seeking the Commission’s permit or authorization.

“PCU also partnered with institutions that are not recognized by their respective governments as quality higher education providers nor accredited by recognized accrediting bodies in its country of origin, in violation of RA 11448 and its Implementing Rules and Regulations,” De Vera said.

De Vera said the university also failed to provide relevant data on its institutional partners such as notarized memorandum of agreements and accomplished activities, again in violation of RA 11448, its IRR and the Commission’s Memorandum Order No.6
