FDA warns public vs buying, using unauthorized cosmetic products

THE Food and Drug Administration (FDA) has cautioned the public against purchasing and using three unauthorized cosmetic products that may pose health risks to consumers.

In three separate advisories all dated December 16, 2022, the FDA said Kagayaku 24 Hours Rejuvenating Brightening Sunscreen, 24 Hours Kagayaku Rejuvenating Night Cream, and Rosmar Kagayaku Umai Pukimon Wash 10x Power Whitening have not been issued any valid Certificate of Product Notification (CPN) as of Nov. 10, 2022.

Under Republic Act No. 9711 or the Food and Drug Administration Act of 2009, the manufacture, importation, exportation, sale, offering for sale, distribution, transfer, non-consumer use, promotion, advertising, or sponsorship of any health product without the proper authorization from the FDA is prohibited.

The FDA warned that the use of the beauty products may pose health risks to users, adding it cannot assure their quality and safety because they have not undergone proper checking and testing by its personnel.

“Potential hazards may come from ingredients that are not allowed to be part of a cosmetic product or from the contamination of heavy metals. The use of substandard and possibly adulterated cosmetic products may result to adverse reactions including, but not limited to, skin irritation, itchiness, anaphylactic shock, and organ failure,” it said. The agency also warned establishments not to distribute or sell the prohibited beauty products until they have fully complied with the rules and regulations of the FDA.

All FDA Regional Field Offices and Regulatory Enforcement Units were also ordered to coordinate with concerned authorities to ensure that the products are not sold or made available in the market or areas of their jurisdiction. The public is also encouraged to report to the FDA any sale, distribution, complaint and/or adverse event on the use of the products by sending an e-mail to ereport@fda.gov.ph, or by calling the Center for Cosmetics and Household/Urban Hazardous Substances Regulation and Research (CCHUHSRR) via its hotline (02) 8857-1900 loc. 8113 or 8107.
