THE total compensation of the top executives of the Philippine Health Insurance Corporation (PhilHealth), including terminal benefits, in 2022 hit P72.244 million, up by 175.72 percent compared to P26.202 million IN 2021.
This was disclosed in PhilHealth’s 2022 Financial Statements which was attached to the annual audit report (AAR) on the state health insurance firm released by the Commission on Audit on August 4, 2023.
A copy of the audit report was submitted to the PhilHealth Board of Directors on July 31, 2023. Electronic copies of the same report can be accessed by the public on the official website of the COA.
Salaries and wages for the agency’s “key management personnel” showed a 172.7 percent year on year increase from P26.2 million to P71.45 million.
In 2022, the agency also paid terminal benefits totaling P794,063.
“The key management personnel refer to the executive team, with the rank of Senior Vice President up to PCEO (president and chief executive officer). These individuals have the authority and responsibility for planning, directing, and controlling the activities of the Corporation,” the audit team explained.
Cross-checking the compensation figures of PhilHealth officials in the last two years through the 2021 and 2022 Reports on Salaries and Allowances (ROSA) showed a big increase in the pay checks of the top agency officials.
In 2021 PhilHealth President and CEO Dante Gierran collected P2.102 million as basic salary for 12 months or roughly P175,000 each month. His total compensation for the year hit P4.45 million including allowances, bonuses and other incentives.
While serving in the same post for just six months in 2022, he was paid P3.531 million in basic salary or more than P588,000 each month. He was paid P7.1 million in total for 2022.
Data from the ROSA showed senior vice presidents (SVPs) of PhilHealth likewise saw their basic salaries grow 172 percent from just under P140,000 per month in 2021 to P380,000 monthly last year.
The pay of PhilHealth’s top officials was included in the Personnel Services expenses for the year which covers the salaries, allowances, bonuses, and other benefits of all agency personnel.
As of yearend 2022, the PhilHealth had a personnel complement of 6,275 consisting of 2,645 regular employees and 3,630 who are on casual status.
The agency’s Personnel Services expenses showed a modest increase year on year from P4.277 billion in 2021 to P4.973 billion in 2022.
On the other hand, Other Operating Expenses also showed an uptick during the same period from P3.545 billion to P4.254 billion.
