PPA authorizes port operators to issue cargo permits

State-run Philippines Ports Authority (PPA) yesterday authorized Asian Terminals Inc., International Container Terminals Inc. (ICTSI) and Manila North Harbor Port Inc (MNHPI) to issue a cargo entry/withdrawal permit (CEWP) to allow cargo trucks deliver goods to and from National Capital Region despite the community quarantine in Metro Manila.

In a memorandum circular on guidelines in the issuance of CEWP, PPA said that port terminal operators in Metro Manila are authorized to issue the CEWP for and or behalf of PPA to trucks withdrawing from or delivering cargoes to shops without charges.

The CEWP is document which will serve as proof that the truck continuous movement of goods and cargoes in and out the NCR for the duration of the community quarantine. It serves as a pass/clearance to enter or exit from the NCR and to proceed to and from Manila ports.

The issuance of CEWP will ensure the unhampered movement of cargoes to and from the NCR to be presented at designated check points set up by the Philippines National Police (PNP).

It shall be valid for entry to and exit from the NCR and vice versa or for truck’s single round trip voyage, for the period stated therein,

However, PPA has the right to cancel or revoke CEWPs issued in violation of the guidelines.

Meanwhile, Maritime Industry Authority (MARINA) yesterday suspended the processing center in Metro Manila but in regional offices it remains operational.

MARINA continues accepting application and evaluation via online.
