Housing Dept vows zero backlog in applications; to streamline processes

THE Department of Human Settlements and Urban Development (DHSUD) aims to achieve a zero backlog on all 3,000 pending applications before the agency.

The department said in a statement on Sunday that when Jose Ramon Aliling assumed office as DHSUD secretary in June, there were 3,000 pending applications with issues or concerns.

These involve developers and homeowners’ associations which have to obtain a certificate of registration with the agency, and developers who need a license to sell from DHSUD, the agency added.

DHSUD said the number has been reduced drastically but did not cite figures.

It said it has formed Technical Working Groups, with representations from the private sector, to review procedures as part of the streamlining efforts. The DHSUD is also pushing for the department’s full digitalization and the establishment of housing one-stop-centers.

Aliling said he has issued directives to review the procedures to accelerate the implementation of the Expanded Pambansang Pabahay Program Para sa Pilipino (4PH) program.

DHSUD provides various options and modalities under the flagship program which now include horizontal developments or subdivision-like projects; revival of  the beneficiary-centered community mortgage program (CMP), and the promotion of rental and incremental housing.

The DHSUD has assigned key shelter agencies for specific tasks — the Social Housing Finance Corporation for the revival and enhancement of CMP with provision for incremental housing; the National Housing Authority for rental housing; the Pag-IBIG Fund which set up its own exclusive low interest rates programs for socialized housing; and the National Home Mortgage Finance Corporation to actively pursue housing secondary market.

Previously, 4PH was focused only on the construction of vertical developments or condominium-type projects.

DHSUD earlier said at least 42 private developers committed 251,846 units to the Expanded 4PH program in the next three years.
