The Public-Private Partnership (PPP) Center expects a new technical assistance loan from the Asian Development Bank (ADB) by early next year to support the agency’s Project Development and Monitoring Facility (PDMF), which can be tapped for projects that require support.
Eleazar Ricote, PPP Center deputy executive director and assistant secretary, said in a press conference in Quezon City on Wednesday the expected value of the ADB loan is $30 million for the duration of five years from 2025 to 2029, of which an estimated 35 PPP projects can be supported.
The fund can support consultancy services for project preparation, transaction advisory and implementation monitoring, project systems development assistance; upgrading of information and communications technology (ICT) systems infrastructure and capacity building including development of e-learning modules and training for PPP professional certification.
The PDMF is a revolving fund for project preparation offered to implementing agencies for the procurement of advisory and support services.
This year, Ricote said 17 additional PPP projects from various sectors such as water, education, property development, food security, health, ICT, road and transportation have been approved by the PDMF Committee for PDMF support.
These are for project preparation and transaction advisory services for the Cavite Bulk Water Supply Project, La Union Bulk Water Supply Project, Phase Ill of the PPP for School Infrastructure Project, Senate-DepEd Teacher’s City Project, Halls of Justice Project, Clark National Food Hub, Nuclear Medicine Research and Innovation Center Operations and Maintenance (O&M), Land Registration Authority Unified Cloud Information System Project, Iloilo-Capiz-Aklan Expressway Project, Philippine Automated Fare Collection System, MRT-3 and 4 O&M, Acquisition of Equipment and O&M of the Proposed New Cebu International Container Port Project, Davao Public Transport Modernization Project, Poro Point Seaport Modernization Project, and independent consultants for NAIA PPP Project, Laguindingan and Bohol-Panglao Airport PPP Project.
Ricote said these are on top of the 17 projects with signed technical assistance agreements under existing PDMF contracts, 13 of which have ongoing studies that are aimed to be completed by end of 2025.
The fund under the PDMF currently stands at $29 million.
