THE government is bent on digitizing all, if not most, of government services and processes in 2023 to ensure bureaucratic efficiency and eradicate corruption, the Office of the Press Secretary (OPS) said yesterday.
The OPS said the government will launch new programs and expand or strengthen existing ones to ensure the government’s responsiveness and accessibility to the public.
These programs include the strengthening of the TradeNet, a one-stop online shop aimed at reducing processing time and harmonizing the permitting procedures in import and export; and the expansion of the National Policy on Regulatory Management System (NPRMS) under the Anti-Red Tape Authority (ARTA). The program includes the Philippine Business Regulations Information System (PBRIS) which provides a common framework for good regulatory practices, and enforcement and compliance strategies.
The government is also pushing for an Anti-Red Tape Electronic Management Information System which shall provide a live database and map all government services indicated in the Citizen’s Charter. The government also aims to sustain the implementation of the Philippine Good Regulatory Principles to promote proportionate, consistent, accountable, and targeted regulations through an effective dialogue between regulators and entities.
OPS said the Department of Trade and Industry will also push for the implementation of the proposed executive order creating the Green Lane for Strategic Investments while the national government will scale up its assistance to local government units (LGUs) through a needs-based and targeted interventions such as the Growth Equity Fund; and continue to develop and implement interoperable systems that will further implement seamless sharing of data sources such as the Philippine Identification System and electronic Business Permits and Licensing Service.
The national government also aims to implement this year the National Justice Information System and Middleware Exchange Platform which aims to address the fragmentation of the justice system;
roll out a digitalization of the budget system under the Department of Budget and Management, to promote prudent fiscal management and improve budget reliability; push for the development and implementation of a Budget and Treasury Management System; and push for the passage of the Progressive Budgeting for Better and Modernized Governance Bill and the National Government Rightsizing Program.
