The Chamber of Real Estate Builders Association (CREBA) is pushing for the passage of laws that will align with the government’s national housing program.
CREBA national president Noel Carino in a recent membership meeting said the group continues to advocate for the amendment of the Comprehensive and Integrated Shelter Finance Act (CISFA) of 1994. that will establish the Comprehensive Home Financing Program (CHFP); the passage of the Valuation Reform Bill to introduce reforms in real property valuation and assessment; and the review of the Maceda Law, the Property Registration System, the Condominium Law.
Carino said CREBA supports House Bills 3738 and 3541 amending Republic Act 7835 of 1994 of the CISFA law as they provide a complete and doable shelter finance package.
“We hope that lawmakers in the 18th Congress will steer its immediate passage into law to bring about the urgently needed panacea to our long-standing housing woes,” he said.
The CHFP will be designed exclusively for home loan borrowers with no component for development financing, to ensure the use of funds strictly for shelter acquisition by the homeless.
Carino said CREBA also calls for the passage of the valuation reform bill to introduce reforms in real property valuation and assessment, reorganizing in the process the Bureau of Local Government Finance to do away with multiple, overlapping, and outdated valuations.
The group has been advocating for the institutionalization of a National Land Use Plan that will put the country’s economic and physical development in order by recognizing the legitimate multiple uses of land for the varied human needs in society. “The private sector pushes for a national land use plan that is correct and equitable. If done correctly and equitably, it shall be an important and indispensable policy reference for all local comprehensive land use plans as well as project development plans in all sectors, including commercial and industrial development, housing and real estate,” Carino said.
CREBA has been pushing for the operationalization of the Housing One-Stop Processing Centers in the regions to centralize and fast-track the processing and issuance of all required housing-related permits, clearances, and licenses.
